The Urban Local Bodies in the State of Goa have a long historic background. In the erstwhile Portuguese Regime, there were vibrant Urban Local Bodies called the Camara Municipal de Panaji, Bardez, Salcete, Mormugao, Daman and Diu. After Goa’s integration in the national main stream, the legislature of the Union Territory of Goa, Daman and Diu enacted the Goa, Daman and Diu Municipalities Act, 1968 which later became the Goa Municipalities Act, 1968. As of now, there are 13 Municipal Councils and one Corporation of the City of Panaji.
The Department of Urban Development earlier known as the Directorate of Municipal Administration is the Administrative Department which exercises administrative control over the 13 Municipal Councils and one Corporation of the City of Panaji in the State of Goa. The Department is also the administrative Department for Goa State Urban development Agency. The Department of Urban Development deals with various functions as envisaged under the Goa Municipalities Act, 1968. Besides, it also administers/implements State and Central Government Schemes which include Schemes of the Ministry of Urban Development and Housing and Poverty Alleviation. Also grants are provided by the Department to the Municipal Councils/Corporation. Solid Waste Management and grants for developmental works are two major subjects for which grants are provided by this Department.
